The rules committee of the National and American Trotting associations proposed adopting a rule to award fines and penalties to injured and unable drivers instead of diverting to union funds. A meeting in Chicago last week supported this, with recommendations: a horse must win one race before moving up a class and a horse may record one time in a heat, with a 2:10 mile heat not removing it from the 2:26 class.
