White House balks at using funds to push drinking age nationwide

Reagan aides divide over the plan to withhold federal highway aid from states that do not set a 21 minimum drinking age. The commission favors 21 nationwide but Pope says state action is preferred. The panel also backs harsher first-offender penalties, stricter breath tests, and a 90-day license suspension. States would risk highway funds if they fail to comply.

NASA studies Columbia fire from fuel leak

NASA says a fuel leak in hydrazine lines caused a rear compartment fire aboard Columbia two minutes before touchdown at Edwards Air Force Base. The blaze, linked to APUs 1 and 2, did not threaten the crew of six during landing. Officials expect a straightforward fix before the next shuttle flight, Challenger, later next month.

Retired judge says Salvadoran slayings were covered up

A former U.S. district judge, Harold R. Tyler Jr., concluded that four American churchwomen killings in El Salvador were covered up by military and civilian officials. The report, classified, outlines ample evidence against five National Guardsmen and notes an attempted cover up, while denying orders came from higher powers. The New York Times says Tyler’s findings counter criticism of swift prosecution, and discussions continue on public release.
