Police describe a Belmont suburb labor camp as a bush concentration camp where about 200 elderly men and women, mostly vagrants, were kept on a meager diet and beaten for minor infractions. The raid uncovered filthy, parasite-ridden conditions and forced labor.
The Socialist Republic of Vietnam becomes the UN’s 149th member, its flag a gold star on red to fly over the skyline. Few people at the United Nations or diplomats knew what the flag looked like until 24 hours ago.
The schedule from the British Embassy lists Prince Charles touring the United States October 18 through 30, visiting seven states including Ohio. He will arrive in Cleveland October 20 to view Republic Steel, Public Square, Cleveland State University and the Cleveland Clinic, and attend a dinner hosted by North East Ohio Industrialists.
Amherst Ohio teachers began a district strike after the Board of Education rejected a contract the teachers had approved. Picket lines formed at three elementary, one junior high, and one high school. buses and cafeteria service were halted as non teaching staff joined the lines, but officials stated classes would proceed for about 4,000 students.
In Columbus Ohio twenty sticks of dynamite were found in a box at the statue base near City Hall. Patrol said the charges were not connected to any device and the box appeared intended to mislead. The find prompted a safety response and immediate investigation.
A caller warned 26 sticks of dynamite in the State Office Tower prompting an evacuation of 3,500 to 4,000 people. Richard D. Jackson ordered the exit after a call to receptionist Jean Bragg. Evacuation completed in 25 minutes as city police, the patrol, and building security searched the building.

The first group of 113 Indochina refugees arrive in the United States under a congress approved program. Nguyen Tien Dinh, 38, his wife and nine children, fled Saigon in 1975 and spent days at sea before reaching a refugee camp in Thailand. The group will join sponsors in Chicago, Los Angeles, Houston, Green Bay, Peoria, San Francisco and elsewhere.
The Securities and Exchange Commission publicly denies plans for a civil fraud suit against Bert Lance and the National Bank of Georgia over a 1975 stock offering. An SEC spokesman says the agency is in early inquiry, with no conclusions yet and no action determined.
County Commissioner Roy Palm is in satisfactory condition in the intensive care unit after open heart surgery at the Cleveland Clinic. Palm, 60, had been admitted last June but suffered a heart attack delaying the operation. County Administrator Edward Still was hospitalized at Fisher-Titus Memorial Hospital for tests after a doctor visit.
President Carter wrestles with Middle East diplomacy and Concorde landing rights as he plans a televised briefing. Jody Powell warns no instant Lance verdict while Cairo and Tel Aviv hold exploratory talks with Ismail Fahmi and Moshe Dayan. Concorde supporters press for ongoing access and a broader role as Carter weighs options by Saturday.
