Joyce McKinney and Keith May were arrested in southwest England on suspicion of kidnapping Kirk Anderson who says he was held chained for three days after a relationship with McKinney. Police recovered manacles and a rented cottage near Okehampton used in the confinement.
President Carter has not disclosed his position on Bert Lance remaining as budget director. White House press secretary Jody Powell said it is his impression Carter has not decided. Carter is delaying his decision until at least Wednesday when he faces questions at a news conference.

UPI reports Santa Monica judge orders director Roman Polanski to three months in Chino State Prison for further psychiatric study. The probation report found he is not a deviant and should not be imprisoned for relations with a 13 year old girl, but the sentence was delayed until December 19 to allow film completion.
Rita Ruddy of Columbus says drunken driving should be a felony after her 18 year old son Pat lost part of his left leg in a drunken driver crash last March. She leads the Vehicular Violence Victims Organization aiming to reclassify the crime from misdemeanor to felony.
Universal Studios will compensate Evel Knievel nine thousand five hundred eighty eight dollars to repair his Stutz after it was stolen during filming of a Bionic Woman episode. The white car valued over one hundred thousand dollars was taken when a man asked to move it and tried to drive off before crashing into a gate.

The New York Times reports Jacqueline Kennedy Onassis will receive 20 million dollars from the Aristotle Onassis estate after an out-of-court settlement with Christina Onassis. Jacqueline will drop all further claims, a lump sum double her expected will share and far above what she would have if Onassis had remained married. Christina and Jacqueline did not comment.
Marna Ann Richardson, 23, will not be extradited to Huron County to answer a charge of stealing her son Donavon, age five, from former husband Richard Vartorella of Norwalk. Vartorella had custody in a divorce. The boy was returned in May after Richardson was arrested in San Jose, California. She had also been arrested in Colorado.
Mayor George Eye and Finance Director Vernis George may travel to Washington D C on Friday to support Senator John Glenn in recovering lost Economic Development Administration funds for Ohio. Council approval is sought tonight with roundtrip cost of 94 dollars per person.
