A Lexington Kentucky couple, David L. Dowd 50 and Lyla B. Dowd, died Friday night in a two car crash on Ohio 58 north of Wellington. Three others were injured including Phillip Case 24 in critical condition at Lorain Memorial Hospital. Phyllis Ratliff 21 and John Watkins 32 were in poor condition.
47 year old Col Georgy Beregovoi orbited Earth in Soyuz 3 and reportedly rendezvoused with an unmanned Soyuz 2 launched Friday. Tass said the crafts carried out joint experiments, signaling a new phase in the space race and possible manned Zond missions within a month.
Diplomatic sources in Paris say the South Vietnamese National Liberation Front remains a key hurdle as the United States insists on including the NLF with the Saigon government in bilateral talks. Saigon refuses to negotiate with the NLF, delaying any possible settlement until Hanoi or Saigon agrees to the NLF role.

Norwalk faces a November 5 vote on a city charter that would rewrite council powers and duties. The seven-member body would keep its seats but gain a city manager, while the mayor loses legislative authority and vacancies would be filled by parties. The terms stay two years, and the president position would disappear with the mayor presiding.
