Urban Livengood Sr. challenged a reporter to define nepotism while Democrats accuse him of hiring his son-in-law in the office. Livengood asserts relatives are not unqualified and cites Webster's dictionary. His son Urban Jr. serves as deputy engineer and reportedly worked only in summer.
London Ohio city council okays a one per cent income tax to take effect November 1. A taxation department will be created and a tax commissioner named by the mayor with council approval. Cleveland reports special telephones set for polling places November 5 to curb voting disruptions. College students threaten to delay polling by staying in booths an hour or more and law limits voting time to five minutes.
A 7 pound 8 ounce baby girl born early today at Bethesda Naval Hospital to Lynda Bird Robb, elder daughter of President Johnson and Mrs. Robb. Both mother and infant are reported fine as news reaches the White House and Da Nang where Chuck Robb serves.
Dreyer claims police and firemen misinformed on the proposed Norwalk city charter while Coletta warns the public safety plan could shrink civil service and hurt support. Coletta says amendments could alter police and fire roles under the new charter. Dreyer insists civil service is strengthened and not diminished by the charter.
Hubert Humphrey reports strong fundraising as he tours the nation, claiming money is no longer a problem while his electoral vote prospects remain uncertain. He contrasts his campaign's finances with Nixon's well funded effort and discusses a private war on poverty.
Stockholm reports Sweden granted asylum to ten more American servicemen on humanitarian grounds, bringing the total to 115 GIs who have left their posts to seek refuge in the neutral nation.

State Patrolman William L. Rogge 42 of Bellevue was charged with failure to yield after his cruiser collided on Route 61 Thursday morning at 10 17 south of Route 162. Rogge was reported to have been involved in the accident.
Norwalk Chamber of Commerce Downtown Retail Merchants meet at 10 a m Monday to discuss the annual Christmas promotion. In a subsequent traffic incident Rogge’s patrol car collided with a northbound vehicle driven by Youell Blair 38 of Morral. Passenger Jo Anne Blair 34 was hospitalized after the crash. Rogge was treated and released. Blair car sustained heavy damage. patrol car moderate damage.
Norwalk residents face a pivotal ballot as a city charter would replace the current system with a full-time city manager holding broad executive authority. The shift ends the era of a part time mayor and service director and focuses power in the manager appointed to run city affairs.
The proposed charter would empower the city council to hire and fire managers, dilute the mayor’s executive powers, and jeopardize elective officers by 1968 unless reappointed. It would retain Norwalk’s mayoral election but create new appointed posts, overhaul the finance department, and require a ten year charter review.
Mrs. Tessie Lichtesien of 85 Wooster buys Terry's Drive-In on Route 250 north of Norwalk from Henry G Tex and Velma E Coulter of Sandusky. Lichtesien says only the property changed hands and the fried chicken franchise remains, sale price not disclosed.
