New London Park Contract Clears Key Hurdle
A state auditor clears school boards to spend on improvements for lands they do not own, paving the way for a five year, automatically renewable lease of Recreation Park football field to the New London school board. The $2,000 yearly fee was tentatively agreed Oct 16 by Mayor Robert Blackman, Superintendent Howard Dulmage, and others. the deal now goes to the village council for approval and then to the school board. The move follows controversy led by Edward J. O'Reilly and Brad Koch over legality of such expenditures amid a proposed transfer of land to the board, a notion council rejected. The contract should spell each party’s rights and duties, with authority from village and school district laws. O'Reilly cites prior spending concerns for bleachers and other items.
