Pope Paul VI confirmed bishops cannot vote for his successor and kept the cardinalate as sole electors. He suggested reform by removing cardinals over 80 from ballots and urged technicians to inspect the conclave site for a secret ballot and to detect electronic eavesdropping devices.
Rep. Robert Drinan introduces a bill making it a federal crime to smoke in certain public places and proposes a one cent per pack tax increase. Revenue would fund research into cancer and heart disease and protect non-smokers rights at federal level.
At a wedding in Villanueva Nicaragua Isabel Escorcia was wounded when her husband Julian Escorcia and her father exchanged gunfire after a dispute on the dance floor. Both men died in the shootout and Isabel was rushed to a hospital in a wedding dress.
The 13 year old son of GM engineering director Robert C. Stempel was released outside a western Wayne County hospital after his family paid 150000 in ransom. Police said the kidnapper held him 54 hours due to a bank holiday. Timothy Stempel returned home unharmed and his father planned to speak to reporters later.
London reports say Jacqueline Kennedy Onassis is upset by Caroline’s partygoing lifestyle. The Daily Mirror cites gossip columnist Paul Callan, noting she has burned up the telephone lines across the Atlantic and told Caroline to not overdo it. He quotes two long sermons ending with the phrase Cool it.

President Ford must nominate a replacement for Justice Douglas and a strong campaign develops for the first woman to sit on the Supreme Court. White House sources say a selection will come within weeks as Betty Ford and the League of Women Voters press for a female nominee.
Walls 67 director of the Huron County Welfare Department was elected president of the Ohio Welfare Director's Association in Columbus. He has served as vice-president and district president, directed since 1968, and previously coached and taught for 24 years. New officers include Ellinger, Schaffner, Anthony, and Reese. The Walls reside with wife Lila at 5S Garfield St.
Washington AP reports William O. Douglas, 77, retires from the Supreme Court after a stroke and ongoing pain that left little prospect for recovery. President Ford accepted the retirement with sympathy noting Douglas' long public service and leadership at the SEC.
The Baltes auction at Baltes Construction drew about 400 people from 26 states and three Canadian provinces plus foreign buyers. Forke Brothers moved heavy equipment in a staged sale with helicopters, planes, and a 6 to 8 million dollar total value cited. Baltes dissolves due to fewer highway projects after 1916 Midwest business.
