In Cleveland Carl B. Stokes seeks to become the first Black mayor of a major city. He faces Republican Seth Taft in a tight contest as turnout among white voters questions whether Stokes can hold broad support in a Democratic stronghold.
John Nance Garner, Franklin D Roosevelt's vice president from 1933 to 1941, died in Uvalde Texas at 9:20 a.m. He had vowed to reach 100 and his Nov 22 birthday was a town festival. His son Tully said the death was due to a coronary occlusion after a brief illness.
Louise Day Hicks, a grandmother and advocate for neighborhood schools, runs to become Boston's first woman mayor. Her opponent Kevin H. White counters that her views risk aligning with bigotry, while Hicks draws strong backing from housewives in the nonpartisan race.
Philadelphia Republicans field a reform ticket led by a vigorous young district attorney aiming to end 16 years of Democratic rule. Arlen Specter, a former Democrat who switched to the Republicans, faces Mayor James Tate amid intraparty squabbles. Polls show either side could win.
San Francisco voters faced a high turnout forecast to decide if immediate Vietnam troop withdrawal should be city policy. Registrars projected 82 percent of 317,175 registered voters would cast ballots. Cairo diplomatic sources said Egypt informed the United States it is ready to accept President Johnson's five point Middle East peace plan of June 19 with two conditions. Egypt seeks Israeli withdrawal from territories occupied in the June war and ties any acceptance to a just solution for Arab refugees and Israeli use of the Suez Canal.
The House approved a bill to extend secret service protection for Mrs. John F. Kennedy and her children for 16 months. The measure, sent to the Senate 301 to 11, would run protection from November 23 to March 1, 1969, covering Caroline and John Kennedy.
Gov. Winthrop Rockefeller of Arkansas said he and his brother Nelson will not run on the same ticket because Rockefeller Rockefeller would be too long for bumper stickers, joking the sticker would wrap a Volkswagen.

About 150 people braved cold and mud on a Monday afternoon for the EHOVE Vocational School groundbreaking on Mason Kelley Road. State Rep. The Milan High School Band played as officials participated in the ceremonial first dig.
The Norwalk Area United Fund ended with 41 780 collected, $14 000 short of its 55 526 goal after delays due to strikes. Chairman Frederick Waugh said the executive committee will meet to assess the situation and pursue additional donations, noting several large corporations were still expected to report.
