Hooks proposes fuel stamps to help the poor cope with rising fuel costs
NAACP Executive Director Benjamin L Hooks said he envisions a fuel stamp program modeled after the federal food stamp plan and would ask President Carter to pursue it. He reported the NAACP has 465000 members, down from 500000, with about 100000 youth members who contribute little financially. The 1979 budget is 7 million dollars, with 1.7 million spent in the first quarter. The board also criticized Carter’s removal of price controls on crude oil and urged more black policymakers in the Energy Department.
