The Norwalk City Council approved a 25000 emergency appropriation Tuesday night for the Huron County Airport. President Tom Paffenbarger of the County Airport Authority urged growth potential, likening it to Milan’s railroad era and stressing the facility’s industrial purpose.
The Norwalk council weighs a $25 000 matching fund to county and a $20 000 county pledge toward an 80 0000 airport site 127 acres east of town. A public drive tops 20 000, with 188 000 Superior Coach additions tied to airport success. The airport would be county owned and city operated with private hanger construction planned, and private operators may later lease air traffic.
In Cleveland voters approved keeping the city half of one percent income tax by a wide margin. Final unofficial returns show 84,005 against repeal to 35,646 for repeal, preserving Mayor Ralph Locher’s political future.
Pope Paul VI announced a one day May 13 pilgrimage to Fatima in Portugal to pray for world peace. The visit will be a rare papal trip and follows his ongoing pursuit of peace in Vietnam.
Washington UPI reports Ohio's senators split on the Senate vote to repeal financing of presidential campaigns from ear marked tax funds. The chamber confirmed the repeal 52 to 46. Senator Stephen Young joined 46 Democrats against the repeal while Senator Frank Lausche was among 17 voting for it.
Cards issued at Norwalk polling places designate voters under 21 who will be 21 before the general election in November. They could vote in the Republican primary but not on state issues, prompting questions about eligibility.

Governor James A Rhodes faced a stunning setback as voters rejected his two constitutional amendments in a special election. The Ohio Bond Commission proposal failed about 2 to 1, dragging down the apportionment plan despite turnout over 1.5 million. Counties supporting apportionment included Cuyahoga and Franklin. OBC carried three small counties. Rhodes called the result the people speaking while critics blamed over promises and heavy construction plans.
Mayor Harold E. Finch led the field in the Norwalk Republican primary winning 937 votes to 414 for Joe Dudley. G Ira Liedorff topped incumbents for council at large with 1017 votes while Lewis C. McLaughlin led treasurer with 1071. Voter turnout in Huron County rose to 6247 from 4516 in 1965.
Berlin Heights defeated the Berlin-Milan School high levy 914 to 736 amid mixed local results. Village support surged while Milan Townships and Avery and Milan areas showed narrow margins. Superintendent Lindecamp warned of staffing impact despite campaign denial of long-term effects.
Huron County residents voted overwhelmingly against two state issues in the special election Tuesday. Issue One to organize the Ohio Bond Commission failed 1 733 to 4 348 with affirmative votes winning in only eight of 54 precincts. Issue Two reapportionment amendment fared slightly better with 2 202 yes and 3 763 no, winning in ten precincts and tying one, but still a clear defeat.
First unofficial statewide returns came in from Huron County at 8:08 p.m. Tuesday as officials weighed whether the county was the first in the state to file complete results. Huron, with voting machines in every precinct, has often led in final reports. A 30 precinct preliminary tally was submitted at 7:30 p.m.
