The Senate voted 67 to 1 to adopt a Code of Ethics after a week of study on needed reforms. The code requires disclosure of private contribution sources and use in campaigns. Senate leadership hailed the move as a major step toward ethical reform.
Barbara Anne Eisenhower 18 will reign as Queen Shenandoah at the Handley High School Bowl in Winchester May 2. She is the daughter of Lt. Col. John Eisenhower and Mrs. Eisenhower and granddaughter of President Dwight D. Eisenhower. She attends the University of Massachusetts as a freshman.
President Johnson breaks a month of silence and says he is generally simpatico with the riot commission's recommendations. He notes difficulty in securing enough money from Congress to implement all he would like to do to fight urban problems and that he would pursue further action if funding allowed.
North Vietnamese gunners fired 1,100 shells and rockets at the U.S. Marine base at Khe Sanh in the heaviest assault in a month. U.S. spokesmen said shells landed at about one per minute for 18 hours as B52 bombers conducted seven strikes around the base in retaliation.
President Johnson names Wilber J. Cohen 54, current HEW undersecretary and Medicare architect, to helm Health Education and Welfare. R. Sargent Shriver, head of the Office of Economic Opportunity, will become ambassador to France, replacing Charles Bohlen who returned to Washington last month.

Washington UPI reports Gen. William C. Westmoreland will leave Vietnam command to assume the Army Chief of Staff post after Gen. Harold K. Johnson retires July 2. Johnson notes no shifts in war policy. Wheeler to stay as Joint Chiefs chair one year.
About 5,000 demonstrators surged into Grand Central Terminal in New York as police clashed with the crowd. 45 arrested, several injured, and by 2:30 a.m. 2,000 remained in the concourse. clocks at the information booth were damaged and slogans painted. Street leaders included Sanford Farelik and aides to Mayor Lindsay.
The Huron County Food Stamp program is delayed until July due to a federal funds shortage. Acting welfare director Charles Florey received a Columbus letter noting the Midwest USDA delay. The program had been approved after a long application and was to start in May and June.
King Hussein of Jordan held a noon news conference saying Arab commandos will intensify operations against Israel unless a just lasting peace is achieved. He condemned Israel’s Thursday raid as a failure and said Jordan repulsed the attack amid a heavy battle that saw 15 000 Israeli troops cross the Jordan River. Israeli claims of killing 150 terrorists and capturing 150 were noted. Jordan reported 200 enemy dead.
