Ohio Turnpike Commission says tolls could continue beyond 1981 even after all construction bonds are paid, though it has long promised a toll-free road. A legislative drive to keep tolls and federal pressure to fund interstate upgrades drive the debate on future toll policy.
Iran's Ayatollah Khomeini banned summary trials by revolutionary courts and ordered provincial courts not to execute any convict without prior approval from Prime Minister Bazargan's government. The order saved former Prime Minister Amir Abbas Hoveyda, who faces trial in Tehran.

Republican Henry Schaper filed election petitions with the Huron County Board of Elections for Norwalk mayor challenging incumbent Wayne Goodsite in the June primary. Goodsite has filed, Democrat Donald Roth also runs, and Clarence V. Schaffer may not follow through. Bellevue sees James G. Burras and George Smith join the mayoral race while Roger D. Paul seeks re election as city solicitor. In townships Garland R. Lykins seeks North Fairfield Township clerk and Harold M. Stevens circulates Hartland Township Trustee petitions.
Dorothy Perry, with passes to a Wednesday concert, had her purse stolen by a mugger outside the Music Hall Center in Detroit. Police arrested 19-year-old Charles R Thurmond after a routine check revealed $120 in traffic tickets and two mismatched earrings. Perry lost $87, credit cards, and two concert tickets. Thurmond was charged with unarmed robbery.
Thirty one CETA employees in Huron County were mailed layoff notices as funding for Title VI A dropped from 261000 to 51000. County Administrator Edward Still and CETA Coordinator Elenore Beck cited state officials and a last minute decision in sending notices. Some workers may be retained via transfers to Title II while Title VI A positions elsewhere face reductions.
Eight Huron County school administrators met with Rep. Marie Tansey and Sen. Ron Nabakowski at Don's Coffee Corner to discuss funding and a House bill allowing non teaching staff to handle extra curriculars. Nabakowski cited a potential 700 million dollar school allocation while Gov. Rhodes proposes over 600 million. Tansey said surplus funds may be delegated to schools and expressed bipartisan cooperation. Rural districts argued they should not be overlooked as bigger cities push for higher millage returns. Norwalk's James Rubright noted misaligned school and fiscal years forcing early cuts under bill H R 1285, risking 18 to 20 teacher dismissals before funds arrive.
Washington reports show the Carter administration stepping up pressure on business to hold prices in the anti inflation drive. Council on Wage and Price Stability acts under orders to curb early increases while Treasury Secretary Blumenthal warns inflation worsened in early 1979 and affirms continued wage and price guidelines. White House planners foresee a possible small 1981 surplus due to higher tax withholding and wage gains.
Egypt urged Arab nations to back the Egypt Israel treaty arguing it would free occupied Arab land. In Tel Aviv Begin postponed cabinet debate on the treaty by 24 hours due to a cold as the cabinet prepared to approve the package. Sadat spoke of peace and his slain brother Atef, and outlined a plan for a $3 billion annual aid package from the US Japan and West Germany to fund Egypt’s reconstruction after the treaty is signed. Performers from Towne and Country Theatre present Broadway, Broadway at 8 tonight.
