Powell Ruling Sparks House Clash Over Back Pay
Congress activists angrily vow not to fund Rep. Adam Clayton Powell back pay after the Supreme Court rules his 1960-61 exclusion was improper. Powell, relaxing on a Bahamas yacht, praises the decision as reestablishing the judiciary as a third branch and says a return to Washington will depend on House action. The ruling limits the court’s reach to compel repayment and signals further legal maneuvers possible into next year.
