Willard Council Debates Open Housing and Reservoir Plans
The Willard council discussed open housing probes as Joe Ben urged a stringent ordinance. They authorized buying the Earl D Holida property at 548 Central Ave for 22000 and will condemn the Homer Buss property at 524 Central Ave for the reservoir. City Manager Keith Armstrong noted Buss declined the last offer. An ordinance approving downtown planning with architect James A Bassett was given first reading but failed to pass as emergency legislation. The project budget runs about 150000 with a 12000 architect fee. Ben pressed for an open housing law with teeth and questioned street improvements while noting 60 percent of residents favor them and will be assessed. Armstrong said the petition rests while waiting for that majority.
