A May 1977 survey of 2,003 adults found 75 percent relied on others to prepare 1976 tax returns with 60 percent reporting low understanding of filing. Most doubted fairness, favored reform yet resisted specific loophole closures. Only 23 percent prepared their own returns and 54 percent used outside help.
A Pekin Cleaners robber shot his finger off while trying to prove his .25 caliber was loaded. He fled with a TV and $5, leaving the severed finger as police collected prints to identify him.
A four inch thick insulation sheet was damaged on the trans Alaska pipeline possibly by a small explosion or a bolt of lightning. Oil flow remained uninterrupted as the steel pipe was undamaged. Alyeska Pipeline Service Co officials said authorities suggested either an explosive device or lightning and noted a week of thunderstorms in the area.
A tank at Dugway Proving Grounds exploded Monday during neutralization of 31 M139 bomblets containing GB nerve agent. Commander Col. Adalbert Toepel said damage was limited to the area with several bomblets thrown from the tank. Seven bomblets were leaking GB after rupture during the blast.
The Ohio House passed two bills and sent them back to the Senate. One increases penalties for producing or selling material involving minors to a felony with up to five years in prison and a fine up to 2500 dollars. The other targets trafficking untaxed cigarettes.

Robert S. Hoag of Toledo will become the city's new engineer starting August 22. A 1967 Ohio University civil engineering graduate, Hoag replaces James Widman and arrives after five years with Norwalk consulting engineers. Hoag, 33, will earn 17758 in 1977 and 18980 in 1978. He plans no private practice and will move to Norwalk with wife Noreen and three children.

Daniel L. Dearth 32 of rural Norwalk is charged with driving under the influence after a woman, Nancy Hayes 26 of Norwalk, fell from his car and died on Ohio 113 east of Bellevue. Hayes had jumped onto the hood during a dispute. a grand jury will consider further charges Thursday.
The Norwalk Board of Education chose a new Norwalk High School principal from four interviewed candidates. Board member Dorothy Delianides declined to name the finalist, saying Supt. James Rubright would release the information at tonight's 8 PM meeting. Former principal George Perry, in place eight years, resigns to take a Mt. Vernon High School contract worth 23 550 dollars for two years.
Norwalk Tonight plans a 8 p m gathering at the board offices on North Hester Street. The Huron County Airport Authority schedules a 7 30 p m meeting at the Huron County Airport.
Defense Secretary Harold Brown ended two days of talks in Seoul amid South Korean fears that U S ground troops will depart before Congress approves about 2 billion dollars in military aid. Officials said Seoul worries over timing and potential lobbyist influence.
