Ninety years ago Norwalk faced a heated fight over a reservoir system. Voters rejected proposals three times before approving construction at the turn of the century. The project involved long labor, secrecy, and later seepage issues, but a 350 million gallon Memorial Lake finally supplied ample water in 1950.
