Feed Grain Program Changes in 1966 Affects Huron County Farmers
The 1966 Feed Grain Program introduces three changes compared with 1965 including diversion payment eligibility, higher support rates, and altered acreage eligible for support. In 1965 1,033 farmers in Huron County joined feed grain and 980 joined wheat. this year 147 and 132 have signed up so far. Registration runs until April 1. Corn, barley, and grain sorghum are the three eligible grains with base acreage set from 1959-60 averages. Diversion requires 20 percent set aside, with optional additional diversion up to 25 acres or half the base. Diverting beyond 20 percent confers payments on the excess up to the cap. In Huron County the rate is $1.30 per bushel, calculated on projected world yield. A sample shows 100-acre base diverting 50 acres yields about 2,160 bushels, with a payment of 0.65 per bushel on the 30 acres, totaling about 1,404. Small farmers with 25 acres or less receive 40 percent of the regular rate for the first 20 percent, then the regular rate for additional diversions. Eligibility requires maintaining conservation land and idle or summer-fallow acreage based on 1959-60 averages. Owners with multiple farms may sign up one farm and receive benefits, but diverting on another farm can disqualify that farm. Sign up is at the ASCS office on Old State Road, Norwalk, yielding 50 percent of expected diversion payments initially. Responsibilities include diverting agreed acreage, designating and using conserved land, maintaining conservation base, and staying within total base on other enrolled farms. Noncompliance can drastically reduce or cancel payments.
