Mrs Leslie Snyder president of the Youth Association for Retarded Children announces plans to push improvements in Ohio six Institutes for the Mentally Retarded. She notes no progress since the Apple Creek report in 1969 and cites Medicare funding losses for Apple Creek Orient and Gallipolis state institutes as proof of failings. Ohio reportedly ranks 40th in spending per patient.

New London Tax Forms Sent To Taxpayers
Declaration of Estimated Income Tax forms are mailed to business and professional people subject to New London village income tax. J Emerson Davis notes forms also go to those not subject to withholding and to those paying a tax to another village or city at under New London's 1 percent rate. The form estimates income for Jan 1 to Dec 31 1971 and must be filed with at least one fourth of the estimated tax by April 15 1971 to avoid penalties.
