Apollo 8 astronauts Frank Borman James Lovell and William Anders splashed down in the Pacific near the Yorktown after a record break journey around the moon. Poverty group proposes tenant protection ordinance in Norwalk

The Norwalk Grassroots Organization unveils a 30 page rental rights ordinance to the Mayor's Committee on Human Relations. It would treat renting a house as a contract with duties on tenants and landlords and suspend evictions when a tenant files housing complaints.
