Deputy Chief Anthony Barres was sworn in as Newark Police Chief this morning with his wife Maresa and son Anthony present. The ceremony marks his effective start on Monday amid a celebratory crowd.
Viet Cong guerrillas lobbed four grenades into a village meeting near Phu Cat, killing 24 civilians and wounding 81. The attack marked one of the year’s worst terrorist incidents, as U S officials noted continued heavy fighting and American casualties totaling 38,128 since 1961 with 11,104 wounded this year. An oil dock explosion near Saigon damaged a Dutch tanker.
The Defense Department released the names of 35 Vietnam War casualties on Wednesday, including two from Ohio. Pfc. William J. Anderson Jr. of Sheffield Lake and Pfc. Edgardo R. LaTorre of Lorain are listed among the fallen, with immediate family references provided.

Mrs. Rosemary Bauer Bull, 58, filed a $100,000 damage suit in Chicago accusing Otis Elevator Co. of negligence in maintaining a home elevator that trapped her for five days in a two by two foot shaft starting July 10. She was briefly trapped while boiling tea on the upper floor of her four story residence.
Mrs. Bull, daughter of a former Republican figure, spent 113 hours trapped between floors in a locked elevator after repeated maintenance complaints. She survived by posting a note to be poured with water, then was rescued by handyman Al Cecchi who forced entry and opened the elevator. She lost 12 pounds and suffered lasting harm to her health.
In Saigon UPI Maj. Gen. Lloyd B. Ramsey praised five Company A troops from the 196th Light Infantry Brigade for balking at advancing but said their actions could not dim the victory won by his division’s soldiers. He called the battle one of the greatest and fiercest he had seen.
Judge James A. Boyle rejected requests for full constitutional safeguards at the Sept. 3 inquest into Mary Jo Kopechne's death. Kennedy will testify as a private citizen, not a senator, and proceed with limited due process protections.
A Delta rocket carrying the Pioneer sun satellite failed after liftoff from Cape Kennedy and was destroyed in a $7 million loss. Debris fell into the Atlantic about 300 miles southeast of Barbados from an altitude near 200 miles. NASA official Robert H. Gray said the craft was at least 90 percent off its intended launch angle when destroyed.
Norwalk municipal power plant returns to normal after four days on standby equipment. New generator repairs arrived Wednesday and were tested last night. A Sunday morning power outage lasted about three hours due to carbon build up on brushes causing arcing. City relied on three older generators until the new unit went live earlier this year. Supt. Donald Davis called the outage unusual and defended spare parts stock as impractical.
Norwalk utility study group, convened after July floods and city criticism of the light plant, nears wrapping up on water rate discussions. A September 10 meeting will finalize water rates and begin sewer rate talks with Ohio Edison officials expected September 2 for a no holds barred session possibly addressing the plant sale.
