Ohio Attorney General William J. Brown charges Columbia Gas of Ohio with a pattern to maximize profits by refusing to buy 50 billion cubic feet of gas on Feb 1 1977. He asks PUCO to cut rates ban service terminations and remove Columbia leadership amid 63 mismanagement claims including storage failures and price gouging.
A $13.2 billion general appropriation for 1978 79 is unveiled by House Democrats with a small education boost and expected quick passage. Senate Democrats may add $40 million for basic education as funds are reshuffled.

The group then pursued a suit in Franklin County courts, losing at every step. Barnes plans a constitutional amendment effort after forming Citizens for Good Schools. A separate note: Lilacs in the Rain, a three act comedy, will be staged by St Paul Senior Class at 8 pm with tickets 2 for adults and 1 for students.
President Carter, in his sixth nationally broadcast news conference, vows a standby gasoline tax if supply woes persist. He expects a $6 billion revenue and credits it back to citizens, including a $100 refund for a four person family, as part of a broad energy plan.
Houston mechanic John Felter argues moving air cools more cheaply than air conditioning and could cut electricity use at the White House. He wrote to President Carter after a speech to Congress offering to install a whole house ventilating system.
