Norwalk negotiators reach a tentative two year contract giving police and firemen an eight percent raise this year retroactive to Jan 1 and seven percent in 1978. The agreement avoids a possible walkout while council weighs it for May 3.
UPI reports Americans begin Daylight Saving Time this Sunday with clocks set forward one hour at 2 a.m. on April 24. Transportation officials urge adjusting before bed Saturday, with standard time resuming on the last Sunday in October.
William L. Waddell, 25, pleaded guilty to firing on Timothy Hoose in Monroeville on November 4 and received 15 years to life. He admitted the shooting, avoiding a likely costly trial, with sentencing set under a negotiated plea to murder without premeditation.
The Women’s City Club planned a half million dollar riverfront development to transform the Cleveland downtown water edge from the Detroit Superior Bridge to Lake Erie. Led by Mrs. Frank Kosich the committee said the riverfront draws activity at night and on weekends and should be developed to rival suburbia.
In a guardianship hearing Superior Court Judge Edward Rafeedie visited Groucho Marx at his Beverly Hills home after five days of testimony alleging mistreatment by his companion Erin Fleming. The 86 year old comic remains under review as the judge plans to rule on protective measures and suspended Fleming as temporary conservator.

President Carter asks Congress to raise energy costs for gasoline heating oil and cars while offering rebates credits and tax incentives for conservation insulation solar heating and coal use. He calls for a heavy oil tax to align prices with world levels and potential gas rationing and a one billion gallon petroleum reserve.
A 32 year old Oberlin man, Charlie J. Allen, was struck by lightning while taking shelter on the Huron pier during a severe storm. He died after being found near the pier base and lighthouse, and the incident was reported to police at 4 09 p m. It is noted as the first recent memory of a lightning fatality on the pier.
Columbus announces a statewide bridge program costing 560000 with the Huron River bridge on U S 20 in Monroeville to gain a new deck and structural work. Additional spans on Ohio 61 near Green Bush Road and Ohio 99 north of Holiday Lakes estimated 260000 with 1979 contracts. A third bridge on Ohio 4 near Opperman Road priced 75000 with 1979 letting.
The board will meet at 8 tonight at the county animal shelter off Benedict Avenue to discuss building improvements for the facility.
The Huron County Board of Commissioners approved 700000 in industrial revenue bonds to finance NBC Stores expansion at a 2250000 project. The plan connects the garden center, expands the main building, removes a KFC site, adds parking, and removes a house on Lais Road. NBC executive Isadore Lichtessen said the 700000 bonds cover new construction only and will create jobs locally.
