Shipley assures backup police and fire protection for Norwalk
Norwalk will have police and fire protection even if workers strike Friday. City safety director Melvin Shipley said contingency plans are ready though he would not reveal details. Sheriff John Borgia would oversee law enforcement if the city police stop work, with mutual aid agreements in place with multiple neighboring communities.
