County commissioners opened budget hearings as education seeks 3.23 million from the county and all agencies request 4.064 million. A 0.35 cent rise per 100 value would cover six months, about 70 cents yearly, while aiming to hold the current tax rate through cuts and efficiency.
Mrs John Henry Baker native of Buckeystown and widow of a city banker died early today near Baltimore. Survived by two daughters Mrs Joseph D Baker Jr and Mrs Almira Sayers. Private funeral at Manor Hill Farm Monkton with burial in Mt Olivet Cemetery.
Thieves entered Melvin Engle’s business on Carroll Street late Sunday night breaking the glass door and carried off seven or eight small radios along with a small amount of change. City police are still investigating the case.
The 67th Hagerstown Town and Country Almanack forecasts wet weather with rain or snow on two of the first three months in 1964 and prolonged rains on May through August. It also predicts a frosty or rainy Easter and mentions eclipses not visible in Mid-Atlantic states. It claims 98 percent accuracy for a method to predict unborn sex and notes the almanack’s German roots and long history.
Frederick residents Charles McC Mathias Jr and Charles B V Lanner join Hood College Board of Associates as four new members attend first meeting at President Randle Elliott’s Hood campus. Officers Dwight Collinus and Ramsburg retain posts. Catherine A Thomas becomes board secretary. Price Memorial Fund raises funds toward a memorial auditorium with $32,000 pledged. Other new members include Miriam Winebrenner Kelley and Andrew F Leckie. Earle W Smith re elected first vice chairman.
William H. Miller of the American Legion announces this year s toy collection drive, though smaller, is a success and ongoing through Christmas. Toys may be donated at the Legion Home on East Church Street or at the Legion workshop behind 100 East Second Street on Mondays and Thursdays after 7 p.m.
The Ox Fibre Brush Company on East Church Street suffered a second general alarm this month as firefighters from four city companies fought a duct work fire around 8:00 AM. A spokesman said the blaze started from a spark in the duct blowing system and four ten foot duct sections were removed and cleaned. Fire crews remained on scene about 45 minutes with no damage reported.
State Police at Barracks B report a 1957 Plymouth stolen from William B. Getz endanner in Liberty town late last night or early this morning. Police seek witnesses and details on the vehicle.
County Health Officer Dr. Forbes H Burgess reports an intensive push to license all day care centers in the city and county. Fifteen centers were contacted last week with five recommended for state licensure four pursuing licenses and one complying with health department recommendations. The state warns unlicensed overnight homes must obtain licenses following a fatal Baltimore incident. Local welfare offices urge immediate contact to secure licensing.
A Emmitsburg Thurmont district row continues as the Board of Education must supply more site data before the county board acts. Delegation from Emmitsburg urged Emmitsburg or a between towns location. $30,000 Staub site purchase awaits information and a housing plan could influence student numbers.

Hat Tractor Company of Baltimore bid 18 300 dollars while Chesapeake Supply and Equipment Company failed to meet specifications.
The month saw lone resignation from Mrs. Ada H. Bell of Brunswick High School. Other institutions listed include East Frederick Elementary School Harmony Grove School Hood College Frostburg State and Town Wesleyan Antioch College George Washington University Massachusetts General and Carol Russell among staff connections.
Thurmont plans an interim zoning ordinance to be shown to the five man planning board and the board of commissioners at 8 30 p m at Thurmont High School. If approved it goes to a public town meeting November 6. The measure would establish Thurmont's first zoning rules and regulate construction amid a mobile home influx. The ordinance may run up to 30 months while a 20 year master plan for the north county town is created under a federal and state program, with completion expected in about 18 months.
The Religious Education Committee of Beth Sholom Synagogue will sponsor Sunday lectures open to the public beginning November 30. Speakers include Rabbi Morris Kosman Rev W Merval Weaver and Father John Lippold with topics on marriage morality ecumenism Jewish education parochial versus public and branches of Protestantism.

Advance winds from Hurricane Ginny may push Maryland's forest fire danger to critical levels. The storm, with 90 mph winds near its center, is expected to bring 10 to 20 mph gusts across the state, with possible showers on the Eastern Shore Monday night and little rain elsewhere.
A heavy hurricane hunter aircraft reported a decommissioned destroyer escort named Fogg massing offshore 150 miles east of Cape Fear NC since Saturday night as 50 foot seas battered the area. Navy spokesman said the ship was upright and gave no details on the ten men aboard.

A $300000 contract for the manufacture of leather mail bags has been awarded to W. D. Byron and Sons of Williamsport by the U S Post Office Department. Much of the work will be done in Frederick with a subcontract to J M Buchheimer Company to make the mail pouches. Leather will be processed in Williamsport and manufacturing done in Frederick. Senator Daniel B. Brewster announced the award, which is expected to stimulate employment in Frederick and Williamsport.
