Rule Changes Tighten Fouling Penalty in Final Minutes
The National Basketball Committee tightened penalties for fouls in the last two minutes, making each foul a technical on the offender. The ball ends after the free throw, with a center-court throw-in. The rule aims to deter intentional late fouling and takes effect in high school games after the first five minutes of the fourth.
