China War Forecast Proclaimed by Col Jouett at Rotary
Col John H Jouett, tied to a Hagerstown aviation concern, told the Rotary Club that China would beat Japan in the undeclared Far Eastern war. He predicted a two to three year conflict with Japan shrinking its operations as China’s air force modernizes, followed by a generous peace settlement to let the victor save face.

West Point Graduate Heads Chinese Air Force Effort
Colonel Jouett recounted a covert mission aided by Chiang Kai-shek to train the Chinese air force. He described a "washout" system reducing 200 pilots to 50 inactive, then expanding to 500 trained pilots and about 250 planes. He said China was prepared for a self defense war as Japan pressed the conflict, with plans dating to 1922.
