Belief China can stop Japan hinges on Chiang in power
Colonel John H. Jouett, formerly head of an unofficial U.S. mission to rebuild China’s air force, told Rotary Club in Hagerstown that a Chinese victory over Japan hinges on Generalissimo Chiang Kai-shek remaining in control. He warned of leadership chaos and a 2-3 year war as Japan grows desperate under economic pressure, and favored a peace that saves face for both sides.

West Point graduate led quiet washout of Chinese air force
The speaker said a West Point graduate headed a mission after Chiang Kai-shek approved a washout system to purge politics. It aimed to reshape the Chinese air force, washing out 130 of 200 pilots, building to about 500 trained pilots and 250 planes. Colonel Jouett stated Japan’s war plans were known to China as early as 1932, leaving China prepared for self defense.
