Maryland Secretary of State Lloyd J. Simpkins ruled 19,951 of 23,080 signatures valid to force a statewide public accommodations bill onto the November ballot. An additional 3,129 signatures must be submitted by June 30. Baltimore officials argued omissions in city counts invalidated petitions.
