July 23 cape Haytien authorities warn consuls that land and sea assault will occur and foreigners cannot be guaranteed safety. The consuls ask for the French cruiser D Assas but Port au Prince refuses. Moody directs Machias to Cape Haytien and Marietta to replace her after duties on the Venezuelan coast.
Treasury officials report a $20 gold certificate in five sections sent to the customs collector in New York and to the Treasury from Jersey City. The pieces, accompanied by a letter signed Conscientia, were exchanged for a new $20 bill and added to the conscience fund. Also reported, William Scheer of Hevere Mass plans Atlantic crossing in a small craft after months of preparation, though friends fear his trip.
Wilkes Barre Pa July 23 and Indianapolis July 23 report the anthracite coal strike approaching a crucial point. Operators claim many old workers seek return to work while miners insist on full grievance settlement. Mitchell may reopen strike HQ in Wilkes Barre as arrests rise in Collins colliery, and governors pause on clemency for a 14 year old condemned for murder.
Archibishop John Ireland in St Paul cites Rome approving Taft Vatican negotiations and condemns Catholic groups criticizing government handling Philippines policy. He says the Pope directs Catholic affairs, not unaffiliated societies or editors, and urges adherence to American methods and constitutional religious rights.
Lord Salisbury withdrew from public life and chose Hatfield House as his quiet retreat. The historic palace, once home to the Cecils, sits in Hertfordshire about twenty miles from London on a grand estate.
Manus July 23 Montallon and Felizardo vardo two Ladrones chiefs broke through a constabulary cordon in Cavite province and escaped to the mountains. Earlier clashes left several Ladrones dead while 14 constabulary were killed and 15 captured. A massive drive with 1200 men planned to seal a 60 square mile area and seize the leaders and followers.
New York aldermen vote 9 to 3 to report adversely on the Pennsylvania Railroad tunnel route under Manhattan from Jersey City to Long Island City. Debate centers on labor safeguards and city rights. The board later adopts the committee’s report by 56 to 10. Also noted are rail contract awards in Baltimore for 40,000 tons at 26 dollars a ton to US Steel and others, and Berlin commentary predicting Britain's decline as the United States rises.
Ashley Cocke and Tom Lauderdale were hanged after being convicted of killing engineer G. M. Wray on a train. The double execution drew about 6,000 spectators as the men cursed and proclaimed malice toward Greenville, with Cocke promising judgment and revenge for those who prosecuted them.
Philadelphia July 23 gold beaters nationwide struck for higher wages. They currently earn $11 weekly plus four cents per book and demand $21 weekly plus eight cents per book. A proposed compromise of $15 weekly seven cents per book was offered. Some employers granted raises, but the union blocks returns until all firms meet demands. the largest gold beating house opposes the union.
Hamburg reports the excursion steamer Primus with 185 aboard was cut in two and sunk by the tug Hansa. 104 remain missing while 61 bodies have been recovered. Investigations reveal critical lack of life saving gear on Elbe excursion steamers, as Primus carried only six life belts and one boat. The Delphin, with 400 aboard, also had just one boat for seven persons.
A group of batterine manufacturers met in Chimbre on July 2 to plan action challenging a recently enacted oleo law. A New York firm of constitutional lawyers will represent the industry, arguing the act is cass legislaboa and should be declared unconstitutional.

Glenn guilty of water cure actions, one month suspension and a $50 fine. Cook acquitted on orders to kill three Filipino prisoners. Colonel Thomas Ward named brigadier general to succeed Jacob Smith. Colonel Joseph P. Sanger to become inspector general. General Frederick D. Grant offered command of the Texas department in the Philippines.
James Johnson a longtime Princeton college vendor for 50 years died in Princeton New Jersey aged 109 He was born in Easton Maryland October 2 1815 and escaped slavery to reach Princeton where Miss Provost a descendant of President Witherspoon bought his freedom for 550 He later worked at the university and supported the gymnasium fund until his death.
Warrants issued for Rev. Jean Skiles 30 in Port Gibson Miss. He allegedly married Theresa Whestone and ran away from Woodville with her. Claim he has five wives in Washington Arkansas and California. He is in San Antonio and to be brought back. Skiles is a UC Berkeley graduate and known in the South.
