Hughes unveils plan for Old Court depositors

Governor Harry Hughes outlines a four year plan to repay Old Court Savings and Loan depositors with 252 million in the 1987 budget and funds from the Transportation Trust Fund and MDIF. He aims to complete purchases of Community of Bethesda and First Maryland of Silver Spring and says taxpayers will not pay for the bailout. Some lawmakers doubt recovery and warn highway and education funding may suffer. The plan promises to pay 100 million to depositors this year and slow payouts to smaller accounts, with 20,000 depositors fully made whole by year end.
