Rockville Montgomery County plans to keep the Humane Society in charge of the animal shelter despite Biocon Inc interest to bid. County Chief Administrative Officer William Hussmann argued the society serves a public purpose and has held the contract for 35 years, under a code provision allowing non competitive awards.
