Columbia: A Model New City in Howard County
A federal study on wildlife impacts accompanies the Columbia project by James W. Rouse. The plan envisions a city of 110000 with five lakes and nine villages, neighborhoods centered on a town core, and a vast bus network to reduce need for cars. Financing totaling about 50 million from CT Bank and others backs 15200 acres bought for development.
