Civil Defense Center Plan Seeks Underground HQ
The county board heard a proposal from Civil Defense Director George J. Stup for a complete underground CD control center with a central alarm system for county fire companies. He sought a $13,250 budget for the coming year and noted half of costs could be covered by the federal government if operated under Civil Defense. The plan includes two fire alarm systems at $2,100 each to extend coverage around Frederck City suburbs where the existing alarm can’t be heard. The federal share would also apply to these items. The commission discussed forming a Disaster Committee to oversee Civil Defense and Central Alarm facilities in emergencies.

Welfare policy allows family earnings under new rule
Welfare families may have up to 150 dollars per month per family in extra income for children without deduction of welfare payments while remaining eligible for aid. Welfare director Mrs Geneva Barthel told county commissioners at a budget hearing seeking 164517 dollars for next year, a 27029 dollar increase. She explained the side earnings are permitted to build confidence but will not fully negate welfare reductions if a child works full time. Commissioner Lawrence A Dorsey questioned the deduction process for side earnings.
