The 1937 ordinance restricts parking on streets between midnight and 6 a.m and sets 30 minute limits in certain blocks. It covers driving on the right, overtaking, turning rules, stopping at intersections, yielding right of way, hand signals, and penalties including up to 100 dollars for violations. It also assigns liability to vehicle owners if operators cannot be identified.
