Illinois House Approves Rock Festival Regulation Bill
The Illinois House passed a bill to regulate rock festivals and mass gatherings 128 to 0, shorn of emergency status. Rep. Harbor Hall cited the Heyworth festival of 30,000 attendees as why tighter rules are needed and noted amendments to avoid hindering labor or political conventions and a Golconda deer festival. The measure would require Health Department permits for promoters of outdoor events with 2,500 or more people for 24 hours or longer.
