Merit over politics urged for state institutions

W. E. Tipton of Mitchell, a state charities and corrections board member, argued at a Sioux Falls conference that appointments to the state hospital for the insane, the state school for the feeble minded, the state training school and the penitentiary should be based on merit. He warned against spoils politics and favored a republican board appointing qualified democrats when best suited, stressing long tenure benefits institutions and that all citizens share ownership of state facilities. He cited Minnesota as an example of outside appointments and urged civil service principles across South Dakota.
