The Fair Credit Billing Act takes effect Oct 28. Credit card issuers must provide a rights statement with first post October bill and semiannual updates. Written billing-error claims must be filed within 60 days, with creditor response deadlines of 30 and 60 days. Credit reporting barred during dispute, and finance charges may still apply if the issuer prevails.
The Cincinnati Breast Cancer Detection Center reports incidence more than double the U S rate. From 10 530 women tested 106 malignancies were biopsy proven with 76 amenable to treatment. Mortality in Cincinnati sits at 35 per 100000 versus 25 nationally.
CIA Director William Colby testified that a former middle level CIA officer kept a cache of shellfish toxin despite 1969 and 1970 presidential orders to destroy it. The toxin was moved from Fort Detrick in 1970 to CIA storage and discovered earlier this year after the officer provided leads. Colby said the officer acted on his own accord and that controls were not properly applied.
