Beame Carey Push NYC Aid Through Congress
In Washington the city seeks federal help as President Ford rejects a New York request. Mayor Beame testifies first to an economic stabilization subcommittee, with Gov Carey and Fed chair Burns to follow. Beame warns a default could force payroll cuts while Treasury hints at a state sales tax and welfare shift. Leaders like Proxmire urge quick action, but Ford opposition looms. Financial relief hinges on time and possible loan guarantees to keep New York City in credit markets.

Army stores toxins at Edgewood and Dugway. Nixon order spared them
The Army confirms eight toxin samples are kept for defensive research at Edgewood Arsenal in Maryland and Dugway Proving Grounds in Utah. Officials say Nixon's 1970 order targeted offensive materials and does not cover these samples. The storage supports Edgewood's NBC defense mission, with reports noting venom and coral toxins and around 1000 potential disease organisms under study.

Swiss star Besse seals six clubs in European championship
In a European championship hand Swiss declarer Jean Besse methodically reached a small slam in six clubs after West led a heart. By cashing clubs and diamonds, crossing to dummy, and forcing East to discard the queen of spades, Besse then led the ten of spades. East, holding ace of spades, could not stop the final two tricks, giving South the slam.
