The U S unemployment rate edged to 7 percent in October from 6 9 percent as 6.9 million Americans were unemployed Nearly all the rise occurred among Black workers whose jobless rate climbed from 13 1 to 13 9 percent White unemployment stayed at 6 1 percent Labor officials noted limited payroll growth despite a 135 000 rise in employed persons to 91.2 million The report cited steel layoffs and strikes in aircraft and auto parts as contributing factors and warned of pressure for tax cuts and new jobs programs.

Cigarette Tax Rise Spurs Smuggling Across Midwest

The increase in cigarette taxes has boosted smuggling into Indiana Ohio Illinois Minnesota and Michigan. Smugglers buy cheap cigarettes from North Carolina or Kentucky and move them to high tax states, costing Minnesota Ohio and Michigan about 75 million dollars annually. Indiana losses grew after a July 1 tax hike from six to 10.5 cents per pack. A Minnesota official notes a Kentucky to Minnesota truckload yields about 54000 dollars in profit for smugglers, while the state loses over 100000 dollars.

University of Missouri archaeologists, with the National Park Service, believe Civil War tinclad Queen City may lie in the Sonig e River mud south of Clarendon Arkansas. They caution salvage is costly and uncertain but the wreck could hold significant archeological value if the vessel is intact.
