Finger points to pet owners bill seeks stiffer penalties
Kellogg proposes tougher penalties for allowing pets to run loose and raises citizen arrest rewards from 25 cents to five dollars for dog incidents. The act adds posting dog descriptions in at least three public places and directs unclaimed animals after 10 days to county sale.
