Paul Tipps of Dayton won the Ohio Democratic Party chair on the first ballot with 53 votes at a State Democratic Executive Committee meeting. The court affirmed prior rulings that air traffic control negligence caused the misdirection. Damages sought totaled 3.87 million dollars.
