ERP Profit-Taking Endangers Marshall Plan Aid
European scrap metal deals funded by Marshall Plan dollars drew Congressional warnings that resale to U S buyers risks jeopardizing future recovery funds. Senators McClellan Hickenlooper and Flanders condemned the profit taking as breach of good faith, urging tighter control or reductions in allocations. ECA reported 86 016 tons aluminum and 12 027 tons lead bought in Canada and Latin America were sold in the United States at higher prices, with industry estimates of about $2 million added to consumer costs. The British ministry denied such complaints apply to Britain and noted only a small quantity of secondary scrap was cleared for export in 1948.
