Parents face civil demand after teen shoplifting eye liner
An Oak Forest couple grounded their 13 year old after she took a $7 eye liner from Dominick’s. The store later sent a $300 civil demand under Illinois retail theft law to recover losses and costs. Some lawyers and consumer groups question the amount and use of civil penalties. The family paid under pressure and Dominick’s later said it would not pursue the matter. Jewel and other stores vary in pursuing civil damages. Retail groups defend civil penalties as offsetting costs though questions remain about fairness and frequency of use.
