Truth in Lending Act shapes consumer credit disclosures
President Johnson signed the Consumer Credit Protection Act to require full written disclosure of finance charges on loans and credit purchases starting July 1 1969. The act limits garnishment of wages, exempts 75 percent of pay, and aims to curb predatory lending while urging lenders and retailers to fully spell out annual percentage rates, finance charges, and total costs to borrowers.
