SACRAMENTO UP I It would be a crime for the State Board of Education to adopt proposed amendments to its guidelines for racial integration of public schools according to the committee that wrote the revisions Dr John Ford of San Diego told newsmen after the boards 11 2 hour hearing The changes would nullify the insistence that districts really try to correct racial imbalance Ford opposed the repeal of the original guidelines The hearing was continued to the October Los Angeles meeting and action may wait until November in Sacramento Three committee members filed a minority report opposing compulsory busing without parental consent The amendments state districts shall eliminate segregation practices and do what is reasonably feasible but not as a directive to bus students The original guidelines urged districts to exert an effort to prevent imbalance and to report plans for disparities over 15 percent within the district

Secret session maps rush to adjourn Congress in October
