At a 35 nation Belgrade conference on Helsinki final act, Soviet delegate Yuri Vorontsov charged the United States with waging a human rights propaganda show as psychological warfare. He urged constructive action and warned against turning the meeting into an arena for polemics. Army loses about 118 million in gear experts say

First group of women navigators graduates at Mather
