Panel urges kinder treatment for mentally retarded residents
A presidential panel says about 250,000 mentally retarded people in institutions are worse off than POWs, urging dignity and rights. It paints dehumanizing conditions, overcrowding, and long waiting lists for residential facilities, with examples of restricted mail, lack of personal items, and dormitory living. The 24 member group chaired by Robert H. Finch calls for a model home environment and policy changes.
