Reagan considers windfall use for state building funds

Governor Reagan floated using a $265 million windfall from income tax withholding to finance university and state college construction and coastline conservation. Assemblyman Bagley proposed forgiving half the windfall while collecting the other half, a plan Reagan said he could conceivably support in tight times and earthquake safety needs.
