The Santa Barbara County Board of Supervisors approved a 1974-75 mental health budget of 4,067,488 dollars, about 49,000 more than the current year, alongside a county mental health services plan. The County Board on Monday denied advice and approved a tentative map for a large residential project near Santa Ynez and a 160 acre SIMS forest academy off Camino Cielo east of Refugio Rd. The 3-2 vote overrode the Planning Commission and environmental concerns from the state clearinghouse and Albert Reynolds staff. The Fillmore Condit land development lies on rolling terrain near Santa Ynez.
